I know this isn’t a popular theory, but I simply cannot shake the feeling that Sharon is undercover.
Her personality is completely different from CA:TWS and CA:CW down to her swearing a ton now when she didn’t back then. She called the superhero thing hypocrisy and a joke when it’s something she threw away her life for in CA:CW. And she’s being HELLA shady in TFATWS to the point casual viewers think she’s the Power Broker.
What I think happened was Sharon really did become an enemy of the state and had to flee to Madripoor. But then a spy agency (perhaps CIA, maybe SWORD) reached out to her and offered her a pardon for a deep cover op to take down the Power Broker. She already has the perfect cover for being there -- being abandoned by her country for treason.
She was following Sam and Bucky around the second they got to Madripoor, looking out for them and sniping anyone who posed a threat to them (Selby, the thugs chasing them down, etc.) Zemo even described it as them having a “guardian angel”. Then, she’s supposed to be mad at Sam and Bucky and be a criminal now, but IMMEDIATELY help them hide from bounty hunters and track down Nagel. But she refuses to go with them back to the states and instead gets in a car with her partner and says “we have a problem”. People took this to mean she either was the Power Broker or was working for him, but I think her driver is her undercover handler and she’s trying to get word back to her boss that Nagel is dead and Zemo escaped prison.
And finally, we’ve seen from set photos Emily is in a pants suit in one of the final episodes of the show. Sharon would only be dressed like that if she was back at work as an agent, but there simply isn’t time for her to get a pardon from Sam and then be rehired by an agency all in one episode. I think she’s already back working an in the last episode she merely drops her cover and goes back home.
Remember that when we first met Sharon she was undercover pretending to be a nurse named Kate. This is what she does.
