Finally watched The Fortification Implementation and had a thought

Howard just found out he has a brother on his father’s side.  In The Closet Reconfiguration when he found the letter from his father, Penny’s version of the story was that he had another life that he Howard didn’t know about.  Is it possible that Josh’s family could be that other life?  Is that what was in the letter?
