The not hugging back part applies to everyone, even family. I don't really initiate hugs unless I'm not going to see the person for a while, or saying goodbye or something. But I don't really like it. I do it because I know the other person will be happy.
But I tend to let people hug me, as long as I know them. This goes for family and friends. Strangers hugging me makes me feel sick. But even with friends, I don't like initiating hugs. I'm getting better at this (accepting hugs) because my friends at uni are really affectionate, but I'm still pretty reluctant and basically, I just don't respond well to surprise hugs.
