It could very easily be cause they come from different filogenetic branches of merfolks.

Luca's fin is softer and more suited to slow swims, make sense he has a shepherd role at the beginning of the movie. Make me think of chill fishes like goldfishes

Alberto's more rugged one could imply he's the faster and stronger of the two. Reminds me of tunas

I mostly think they wanted to show how different Luca and Alberto are even from a design point of view ⭐
