For every action there needs to be validation (or follow up). If the task to be completed is simple, the "follow up" can be simple, like redlining the accomplishment. If the task relates to a team, the task then includes communication of the task completion to others (team or client, whichever).
The boy crossing the stream above is likely using this same method. By planning each step not as a single act but as a series of "1-2s", he creates a cadence to keep up momentum (and hopefully keeping from getting his feet wet) by planning not just a single step (where in fact he may become stuck) but a plan of action meant to accomplish a goal through coordinated actions. Not only will you think better of the process of getting things done, this will also help you in decision making about priorities of tasks and confidence growing as you note accomplishments.
