She said they'd rule the world together, though the avarice didn't agree at all to this. If he had, he would've lied to her, something he didn't do. With this in mind, he made sure not to lie to her about his true motives, but he didn't fully tell her all of them. All the homunculus said was that he was going to be ruler of the world, that's it.
At the moment, the demon was getting him something to drink - he told her to get a bottle of whiskey, but who knows? Last time he asked that, she came back with vodka, not that he didn't mind. He rested against the smooth cement the building was made of, glancing at the sky as he thought of better things he could be doing. He could've found Lan Fan by now, stuck by her until she realized her feelings for him, but that would've forced Ling into an awkward situation, something he detests and will endlessly express this until Greed threatens to strangle him.
