You know I'll have to go back and check to be sure but I believe this latest chapter (chapter 62 for futureproofing reasons) is the furthest Utena has gone with putting regular civilians in danger (barring whatever she and Kiwi did to draw out Tres Magia forever ago and Utena revealed she doesn't find messing with civilians fun because I'm pretty sure there was at least a little property damage).
Like. So far, she's only really used civilians as a means for embarrassment (or encouragement in the case of Michiko). Her first solo fight with Magenta, her La Verita duel with Azul, and the ASMR chapter come to mind. Which is also an interesting trend that I don't know if it's intended - after gaining her La Verita, she's done it three times verses only really doing it once before. Makes me wonder if either that or UFL might have messed with her in this way. IDK though just a thought I'm spinning.
It's definitely the first time she's made the civilians into active participants of the scene instead of having them as a passive audience (or as victims of property damage, oops)
Personally i see it as a further evolution of her performance as leader of the forces of evil, reinforced through the ringleaderesque elements in the design of her Verità. She's now fully aware of the audience, and uses them to enhance her scripts.
