I’m really trying not to see foreshadowing every time every time we see Ex-Mayor Bill Dewey referenced somewhere, but no - I just drank a sodium-rich ramen flavoring packet. We’re doing this.
So, the episode Crack the Whip...
Read whatever the hell you want into the placement of that, but it fits the pattern of a character being mentioned/pictured and then foreshadowing for them happens. That’s Dewey’s statue - foreshadowing for Bill it is, then! He gets a job at the Big Donut later, so there's that...
But to me? Amethyst and Jasper’s interaction parallels that of Bill and the founder of Beach City, William Dewey - who is ‘the cryogenically frozen pet of the one percent’ and the frozen dad we see thawed in the golf game ending in Rose’s Room!
I’ve been running with the theory lately that Bill is much older than we think and he’s a gem/human hybrid experiment of some sort - William Dewey and Buddy Budwick are essentially his ‘fathers’.
Where-oh-where would Bill and William fit into any of this, though?
Jasper: You're not even trying! Is it because you know you're already a failure? You're a quartz soldier just like me, but you're not like me, are you?
Rose could have been doing these experiments to rebuild her armies, bypass corruption and defend the Earth without draining resources - Bill was the first experiment, created in William Dewey’s image.
We have no evidence either way of Bill being trained to fight, or having any gem abilities. I’m guessing all he might be able to do is the ‘age shapeshift/reformation’ thing to pose as various Deweys over the generations.
Amethyst is a capable fighter despite her size -
but Bill was just a rejected prototype. William was probably livid.
His son was supposed to be the great hero ‘Dewey the Dunce’ couldn’t be! Bill can’t fight; has no magical powers.
What a joke - even the show itself treats Bill as one most of the time.
Jasper: (to Steven) Are you that desperate for troops, Rose? That you keep a defect like this?
Amethyst: Rose said I'm perfect the way I am!
Jasper: Then she had low standards! You could've been me! And what are you instead? Just a joke.
Bill wanted to serve a purpose - and people can still love their abusers. The one thing Bill probably felt he could do over the years to live up to his father’s expectations was to protect the Dewey family legacy.
That has all but fallen apart now. We saw the cracks appear in Historical Friction - now Bill isn’t even mayor. It makes you wonder what made him stop protecting his father.
At the end of this episode, we get my precious baby Stevonnie:
Fusion makes everyone stronger in some way, right? Billiam is ultimately a fusion of sorts - taking some of William, some of Buddy and some of Rose via whatever is going on at Dead Man’s Mouth.
Fusions are also the embodiment of a relationship - maybe being with Jamie in the future might help Bill stand up to William? I doubt it’s going to be in a literal ‘beat up his dad’ sense, but I think Bill’s going to face William at some point and ‘win’.
The big question is - how does all this relate back to Steven!? I tie William Dewey to White Diamond a lot - there has to be something in this that links back to how Steven will deal with her somehow.

My little sister found this huge spider in the basement (like, just a bit smaller than your typical wolf spider, with longer legs).
oh my god, I'm so glad she was here to kill it (and find it). If I had found and had to kill that thing on my own I would have cried. I totally would have cried.
As is I'm still freaking out and it's been dead for more than 10 minutes.
