USAHEC archives and the Winters Files have been offline for a while and I thought it had something to do with the government shutdown but looks like they were moving things over to a new platform -which is definitely affected by the government shutdown.

The new website:

There is a coming soon archival button on the search box, so hoping that is where our Winters Files went.

That doesn't answer where some of them disappeared to, however. :/
