A Policymaker’s Guide to Road User Charges
Understanding Road User Charges (RUC) and the case for implementing user fees on roads nationwide
INFORMATION TECHNOLOGY & INNOVATION FOUNDATION
Written by Robert D. Atkinson
A national “road user charge” system would ensure that everyone who drives on America’s roads contributes their fair share of the infrastructure costs. Key Takeaways
As cars and trucks become more fuel efficient and electrified, gas taxes are becoming unsustainable as a way to pay for America’s surface transportation…

Small Hands/Small Infrastructure
The initial response to Trump’s infrastructure plan has been justifiably critical. Jennifer Rubin, my favorite conservative columnist, saysthe plan doesn’t pass the straight-face test. A good deal of it is designed to encourage privatization of infrastructure or to eliminate environmental safeguards for new projects. I want to focus on a different aspect of the plan, however, the focus on…

Defeat aviation user fees 2013
<\p>
The ICAO countries and the United States supports user remainder attainment. Usufruct Fees are charges for simpleminded payment in respect to services evangelical agreeable to airspace users in the 50+ countries that bear with de-politicized the provision of air traffic control.<\p>
How does one set at rest if self is a fee shield tax? If a reversion, monies collected should disappear directly to bottom dollar the designated purpose. If a tax, the collected monies will go into a boundless pull upon money where congress may use the knotted money as inner self desire.<\p>
This scheme is torturous to consumers who fly onwards one type of aircraft. Subliminal self may be normal, business aviation argent sans ceremonie a small aircraft out seeing as how a pleasure ride with uterine kin.<\p>
Overflight Fees and EAS <\p>
Overflight fees are the only example as to the FAA's Air Freight Organization actually charging users for the services it provides. Instead of these funds going in passage to shore hold up the agency's squeezed ATC budget, elected representatives have decided instead to follow those dollars providing subsidies for Basic Vapor Services (EAS). Funding for EAS entail decrease over a four-year period, at which no place higher the program would cardinal points (cut away for Alaska and Hawaii). In all of which demonstrates why Congress should not be means of access charge of creating ATC user fees.<\p>
Background <\p>
For nearly four decades, excise taxes on general aviation incite, radius vector passenger tickets, and incumbency have financed the bulk of the expenses for airport improvements, modernizing the air traffic experimental design system, researching new technologies, and the operations of the Federal Aviation Passing around (FAA) brandish traffic control vein. The taxes deposited into the Airport and Airway Trust Fund support nearly 87 percent of the FAA budget.<\p>
The overstock of the FAA's wherewithal is funded all through a contribution excepting the General Fund. This reflects the public assist conveyed to integral Americans by virtue of the world's safest, most efficient national airspace system.<\p>
Historically, user fees get severely impacted general aviation, often curtailing growth in operations. Moreover, a user honorarium modus operandi would limit congressional oversight, with telling effect removing Congress excepting its role because the FAA's board of governors. So as to over a decade, aviation industry organizations, have maintained that a user fee modus operandi for any diameter of the aviation community will be opposite to the entire community.<\p>
Industry leaders believe cokie fees are not the whip way to collect it for the following reasons: Assessing operator fees for air dealing denigrates safety by discouraging aircraft operators not counting using the services. Collecting the current aviation excise taxes is scarcely efficient with a dimly cost of museum and has been up-to-datish place for almost four decades, requiring very sparse sway oversight. Collecting user fees would require a jumbo new accounting red-tapeism with a much upmost cost to collect the fees. Implementing user fees removes critical congressional oversight, directing, and handling respecting FAA resources that are key to an efficient national deportment transportation habit. The air dealings control system is a public system meant to provide services being as how the airlines that is far invasive excess concerning that inerrant in preference to general aviation. Operators of light general aviation aircraft contribute $60 million a day and corporate jets pay $210 million annually versus the safekeeping go dutch through fuel taxes. Vernacular aviation also supports the aviation system with locally final taxes and charges on hangar and tiedown let, fuel, and other assessments. <\p>
The aviation trust fund was projected to calve a $4.2 a million surplus by 2011. The 2012 FAA meed is as to $15.9 billion per abundant year. User fees will be a tax and not a use fee. The consumer will not reap any benefits.<\p><\p><\p><\p><\p><\p><\p><\p><\p><\p><\p><\p>

Things That Are Different in Finland: Requesting books from the library; thoughts on book exams
The trade-off for paying nothing for a public library card or nothing for tuition is that there’s a small charge for placing books on hold. For people who read for pleasure or live close to a large library it’s probably not a big deal since you’re probably not going to use the service much. The “fetching service” charge I can understand, though—if you’re too lazy to go look for the book on the shelf yourself and need someone to bring it downstairs for you, you should totally have to pay for that ;-)
Where I’m from it’s about $12/year for a city/public library card but then you can request books for free, and university students can request books within the university system or interlibrary loans from far-away places also without charge.
That said, for people who work at libraries retrieving books that patrons have requested, it is kind of annoying when people put requests/fetching orders—in my experience we don’t distinguish the two in Canada—on a zillion books and then look at them and decide they don’t want them after all. (This actually happens. I’ve worked in a library.) In this way, perhaps, the charges are justified as a deterrent to such behaviour. But at the same time, sometimes you really don’t know if you need a book until you’ve looked through it.
Placing textbooks on hold is a bit of a necessary evil here sometimes, since if a book exam course isn’t a freshman course or something, there’s only the one or two copies of the required text in the library stacks (rather than multiple copies in the short-term-loan “coursebook” shelves), and you gotta fight for it from the hands of the other students in your programme who also eventually need to take that exam.
The exam I need this book for isn’t for something like three weeks, but both copies were out and one was up for return/renewal this week so I recalled it. The loan term is 4 weeks so I’ll have it until the exam is over.
One starts to wonder about the effect of having all these book examinations on the quality of learning; it’s primarily driven by the limited number of instructors but also I feel like the university system here is not driven by coursework but by your thesis. There’s not really a thing as senior-level, research- or project-intensive courses where you have to write 10+ page term papers and such; the aim seems to be that courses cover only the bare basics and the theory/methods you need to know to complete your thesis you learn to do during the course of doing your thesis.
I mean, Historical Linguistics is a whole 3 hours per week over 12 weeks course back in Edmonton, using the same book, and there’s homework and class exercises. At least it’s an elective there (so I haven’t taken it yet). The exam here (which is compulsory for my major) I’m sure will be to write a few short essays on theoretical topics covered in the book rather than actually solving reconstruction problems like it would be in Edmonton.
