Uhmmmmm you can have people immigrating, previous conquered/conquerors/ basically if the major demographic is white folk there are a lot of ways to incorporate other races that can mimic irl Europe (usually not great ones but hey that provides drama eh)

see... I'm writing a short story about runaway kids. so socioeconomics and politics? completely irrelevant. even more than usual for a fairy tale, and this is definitely a fairy tale. so... I have to figure out what they look like with no actual worldbuilding to influence it.
