Time for some J&D headcanons. This time the worst thing ever to spring out of Haven. Count Vegar.

When he was young his parents discouraged him from getting to know other children and making friends. The first Count Vegar had been a great assistance to Mar, and Haven's first king had blessed his friend by granting him the hereditary title. By the time of Praxis, they family had grown to believe their ancestry made them superior to the other citizens of Haven and young Vegar was forced to spend his time reading and learning from the classics, instead of being allowed to enjoy his childhood.
His favourite legend was of the great hero who was able to harness the power of light eco to thwart the evil dark eco sages. He became obsessed with the tale and became convinced that his breeding would allow him to channel light eco just as well. Then he could rid the world of a dark eco threat and would go down in history, as this hero had done.
Such a shame then when, out on an errand for Kleiver, he found the Spargus vent, and quickly came to realise that he was no light eco channeler after all.

Although he had many issues in regards to dark eco and his overestimation of his own leadership and eco channeling abilities, his main motive in banishing Jak was he found out the teen was the true heir to Havens throne and the slimey aristocrat realised that even if he managed to unseat Ashelin, he was not going to win against the guy who just saved the city. So he started the smear campaign against the eco hero.

Vegar's madness ramped up a few notches when it became clear he could not open any of the doors to the catacombs, as he was not a member of the Mar family so couldn't make use of the seal he stole from the museum. The fact he knew Jak could, drove the count insane, so that's when he decided to take matters into his own hands, and destroyed the palace.
The palace's fall killed a lot of Havens population. Even if he ever escapes Kleiver, he can never go back to Haven, as he will be immediately arrested and charged for this wrongdoing.
