One of the last members of the Covey surviving, Annabel Silver was raised in a markedly different way to District Twelve’s other children. Annabel Silver never attended the District’s school, instead being homeschooled by her uncles. She explored the forest endlessly, gaining invaluable of the various uses for the flora within the forest. She often sold her gatherings to the Apothecary and Asterid Everdeen. A performer, as all Covey are, Annabel Silver sang for many a wedding and celebration—or memorial.

Arena: The Swamp
Spontaneously combusting mud, alligator and snake infested pools, quicksand. Only a few of the dangers boasted by the 67th Hunger Games arena. Rising on their pedestals, the twenty-four tributes found themselves above waist-deep waters, choked with silt and mutts. In the centre, the Cornucopia rose, weaponry and supplies spilling from its maw in the shallows. Surrounding them, trees stretched overhead, and swamp-grasses provided ample hiding places. A variety of mutts proved another threat to the tributes; alligators, venomous snakes, big cats, and a variety of reptiles all hunted the tributes. Alongside the predators, prey animals such as deer, birds, and fish provided a food source for the more capable tributes.

Annabel Silver takes their District tokens.
She collects the woven bracelets from the pair from Eight, pulls the toy car from the boy from Six’s bloodstained breastpocket, Ada’s necklace of smoothed shells. She collects them from every body she finds. She brings them all to the weeping willow at the edge of the arena. Annabel Silver hangs the keepsakes on the branches. The necklaces of the pair from Four around thick branches, the ring of the pretty girl from One slipped onto a wooden finger. They drift in the breeze and the seashell necklaces clink together. It’s been nineteen days, and it’s only Annabel Silver and Castor from Nine left. Annabel Silver rests among the roots of the willow, her body too weak to anything but croak the refrain she’s been singing since she first placed herself at the roots of the weeping willow and hold tight to the smooth silver ring around her finger.

The Gamemakers press the command for the snake mutts to descend upon her. And they do. But has the first orange snakes slither over her legs, the cannon booms. And it’s too late. The trumpet sounds, and Annabel Silver Baird is lifted from the arena; limp and weak, a Victor.

Father: Tiberius Pick
In the districts, Peacekeepers have a particular reputation for leaving bastards wherever their service took them. Tiberius Pick was no different. He romanced pretty Elaine Violet smoothly, and in a fortnight she fell pregnant. Upon learning of this, Tiberius promptly filed for a transfer. By month’s end, he was stationed in District Seven, seducing another, no doubt.
Mother: Elaine Violet Baird
Daughter of Maude Ivory, Elaine Violet had her mother’s sweetness and cheer. A player of harmonica and tambourine, Elaine Violet was the prime entertainment for weddings, dances and all manner of parties. At 22, she had her only daughter, but passed shortly after due to her fragile health.
Uncle: Tam Amber
Old enough to remember the Dark Days, Tam Amber remembers a time when the Covey were free as birds. Travelling performers tied to nowhere and nothing but each other and their instruments. But those days are gone. Nearly 50 years of working in the forge had gnarled Tam Amber’s hands, stiffening his joints. He lived a long time, seen the districts and the dark days, but age catches up to all. When he dies, Annabel Silver sings him the Covey songs, and he crosses into the hereafter with his eyes closed and peace on his face.
Uncle: Clerk Carmine Clade
Clerk Carmine is wise enough to flee after Nolan dies. In the dead of night, he takes his fiddle and his lover and flees into the forest. Annabel Silver sleeps in the Village that night, and makes a point of ensuring that everyone in town knows she’s there. When the Peacekeepers arrive to arrest Clerk Carmine of treason, they find only a darkened cottage and Annabel Silver, who explains through hysterical tears, that her uncle passed of an illness during her games. Haymitch Abernathy would have believed her, if the collection of Covey graves hadn’t been missing one of red stone.
Cousin: Lenore Dove Baird
Lenore Dove was the first to hold Annabel Silver. The first to stroke her silken cheek, the first to call her by her name. When Elaine Indigo passed not a week after Annabel Silver’s birth, Lenore Dove cared for the babe, with her uncles’ help. She spent many a day in the meadows of Twelve, Annabel Silver on her back and Haymitch at her side. Lenore Dove sang the songs of the Covey to Annabel Silver, bathed her in oatwater and roses, cared for her every whim. When Lenore Dove died, the people of District Twelve swore they could hear little Annabel Silver wailing in the house by the meadow all the way from town. In the Victor’s Village, Haymitch Abernathy drank deeply of the sleep syrup to quell the shrieks that echoed across the fields.
~ Personality & Traits ~
Personality: A free spirit as all Covey are like to be, Annabel Silver is not one to fall into line. She has a charming, disarming manner that has gotten her out of many a troublesome situation. Annabel Silver is endlessly persistent, consistently visiting Haymitch every week despite his refusal to open the door or respond. She is a multitasker and often prefers to sew, weave baskets, or do some other menial task to busy her hands. She is very loyal and makes friends for life. She has few friends, but has endeared herself to much of the district. She can be naïve and rather sheltered at times, her secluded upbringing often working against her when confronted with real life situations. Nevertheless, Annabel Silver is quick to learn how to navigate challenges and adapt to survive. She’s extremely sentimental and keeps keepsakes of whatever she can get her hands on. Her room is chock full of knick knacks and keepsakes.

It’s only when the trumpets sound nineteen days in and Mackerel Hitch gives him a shove that he shakes himself out of his cups. On his control computer, Annabel Silver dangles limply in the hovercraft’s grip.The trumpets continue to play loudly as a hovercraft pulls Annabel Silver, malnourished and weak, but alive.

Annabel Silver didn’t think he’d remember her. Hoped he wouldn’t, more like. She wouldn’t be able to stand him joining the baleful gazes of the ones she couldn’t save. To have him standing beside Nolan, their twin gazes like four knives to her very soul. The 74th Hunger Games Reaping seemed like a cruel joke played on Twelve’s victors. The daughter of his childhood friends for Haymitch, Nolan’s nephew for her. It hurt to look at him, with his ashy blonde hair and earnest blue eyes, too like Nolan’s. Annabel Silver put every iota of herself into bringing Peeta home. She didn’t sleep for days at a time, barely eating and afraid to leave her control center. When Katniss and Peeta left the arena, Annabel Silver prayed to every god that had once been that this would be the end.

Nolan Mellark
Nolan Mellark knew Annabel Silver was the only one for him the minute she bounded into the bakery, offering a song and dance for a pastry. Seeing as Grandda was suitably distracted in the back, he’d let her take up residence on a small stool, shoved in the corner. She played much more than one song, and when the day was over, even Grandda was inclined to give her more baked goods than she could hold in two hands for her entertainment. She’d left the bakery with a skirt full of bread and tarts and cake. From that day on she showed up each morning, playing jaunty tunes that had even Otho’s sour-faced wife tapping her heel and smiling, and mournful ballads that had customers wiping their eyes before purchasing an extra loaf to comfort themselves. But, it was only when he followed her to the meadow, where she lay like a fair maiden in a story amongst the wildflowers and wheatgrass, that they shared more than a longing glance and a few lyrics sung to him.
When Annabel Silver’s name was read from the Reaping Bowl, Nolan Mellark married her in the Justice Building, a ceremony just for the two of them. 29 days later, Nolan Mellark was dead. Officially, he was a treasonous rebel showing discontent amongst the district, but who really believed that Capitol-spewed crap? It was a punishment.
Mackerel “Mack” Hitch
Mackerel Hitch was an odd one out. The only boy of seven children, Mack was smack dab in the middle. His father was a fisherman, all leathery skin and gruff affection. Mack was much the same, by the time Annabel Silver met him. The Victor of the 63rd Games was happily eclipsed by the 65th. Mack preferred to stay out of the spotlight. It made it easier to help Haymitch Abernathy plot rebellion.
When the Mockingjay shot her arrow through the arena, Mackerel Hitch led the uprising in District Four. Conversely, Annabel Silver spends two months held by the Capitol, on so many drugs she could scarcely stand to sing in the broadcasts. But when she sways, all it takes is a whispered reminder that Mack’s life hangs under her nose and she’s rigid as a post. Her rescue and arrival in Thirteen bring only another layer of desperation to her desire to find him, safe and sound. It’s only when District Four is deemed secure that she is permitted to look for Mack. She finds him, missing an eye and an arm, but living. Coin has a camera crew film their reunion, or tries to. Mack throws a series of increasingly sharp and heavy medical supplies at them until they flee.

Annabel Silver has a great affinity for pretty pieces of rock or metal. Since she was little, her birthday gifts have always been small pieces of jewelry made from scraps of metal. Bangles, necklaces, earrings, rings; if it’s wearable, she collects it.
When confronted with the uninspired District Twelves costumes (stark naked and dusted with coal), Annabel Silver demanded her Reaping dress back. It was delivered to the prep room, singed and filthy. She wore the dress, a rainbow of handkerchiefs, scraps of worn dresses, quilt squares, and embroidery, coated in coal dust and ash as it was.
She has a garden plot in the front garden of the Covey house, chock full to bursting with wildflowers.
Annabel Silver hated staying in Thirteen. She rarely left her quarters unless forced. She spent much of her free time alternately harassing and wheedling Coin and Thirteen to let her go find Mack.
She has nightmares about the alligator mutts that tore her ally from Three to pieces, and the mosquitoes that drained the underfed little boy from 6 until he had no colour left in him.
She can hold her liquor almost as well as Haymitch and Chaff, and has won more than a few sponsorships by drinking Capitolians under the table.

RAHG sorry for not answering sooner ive been so busy getting for a trip :') but thank you so much for the ask!! 4. how did Victory change them most obviously and more discretely ? For Laine, I guess the biggest obvious change from her Victory was her cataracts getting removed. After winning the Games, she could see much more clearly, despite still having impaired sight due to RP + injuries sustained from the bat mutts. It was definitely a bit of a horrifying experience for her to finally get a clearer look at all of the distorted, bizarre faces of Capitolites, and she had to get used to it quickly. I can imagine at the presidential mansion, she got a lot of "So do you think I'm handsome now that you can see?" questions. Very invasive, very gross, and very insensitive on several levels. More discreetly, she could hardly feel proud of herself for what went on in the arena, but something about surviving on her own reinforced her sense of self. For a long time afterwards, the Capitol thoroughly stamped it out by making her feel like a burden, but I imagine in her later days, she'd remember that she survived not just thanks to Tais, but also thanks to herself. I imagine she'd force herself to study the Games, practice her skills, learn new skills. 12. what new fears did they develop from their arena or even afterwards ? She hates rodents. Anything that she can hear scurrying around. All of those creatures were hostile mutts in her arena. Sometimes she feels an invisible crawling over her body. She doesn't like going out at night or being in the dark for long because she can't see anything, and it reminds her of being back in the arena. On bad days, she can't sleep on her bed, and instead sleeps curled up on the floor with a fur coat as a blanket, reviving those moments where she'd sleep on the cave covered by her jacket. In the arena, she also developed a keen sense of hearing and really quick reflexes (it was what kept her alive), so if you're sneaking up on her and being just slightly noisy I fear she will try to hit you with her cane. 14. Do they feel like they still owe someone from the arena ? Tais, 100%. He made the sacrifice of protecting her because he didn't want her to die alone and in fear. Because Bell didn't want her to die alone and in fear. He became a big brother to her in the arena and after she came back to District 8, she visited his family to pay her respects and thank them for their son. It took a while for them to come to terms with her apologies, but she's made peace with most of them. Some of them have told her she made his sacrifice worthwhile, which is incredibly bittersweet for her. Other than Tais, she didn't know anyone in the arena bc well. No one wanted to ally with her.

I'm gonna answer for Icilia Nerry-Lyme (41st Games), Cicero Manic (53rd), and Penny Escher (69th) bc I've been haunted by the concept of a Cicero fic (my brain loves to get the best ideas when I'm already balls deep in a long fic...) so this will help me figure it out!
did they volunteer ? as a Career, for a loved one, etc ?
Full-blown Career kool-aid volunteer and everything. Not a question asked, thought winning was an honor, saw losing as irredeemable failure, but technically always held on to the mentality of 'if I volunteer my little sisters will be financially secure for life so they'll never need to' which is her 'replacement' reason after disillusionment.
Having come from the mason faction of D2, Cicero had no intentions of volunteering and had thought he'd be 'safe' at his final Reaping. For reasons he never could get a straight answer on, however, the elected volunteer (D2 functions on a system of holding a pretend Reaping a few days before the real one to settle who will go in) never raised his voice when Cicero was called. He owned it as happenstance to the point of lying to Caesar during his interview that he had wanted to volunteer but hadn't even needed to bc fate decided for him.
Volunteered in the very classic-Career sense. She had stiff competition from a 'rogue' volunteer (not an Academy girl) but won out. Her District partner, Mars, was considered her biggest competition but even the Academy backed her more than him bc they knew the Capitol was getting tired of the boy-Victor-streak that had been going on since 64 (Gloss' year).
do they feel ostracized, embraced, famous, etc in their home District?
She's wildly celebrated by her District, even decades after her win but to say she hates it is an understatement. Her disillusionment was quick but quiet. No one knew she hated the Games until she was actively rebelling against the powers that made them.
The culture in D2 was wildly split about him. Most saw him as a 'phony' Victor but, at the same time, they had to respect both his grind to get out and the fact that he did so in such a classically D2 way. His image turned more sour as years passed and it became obvious where his loyalties to the Academy, or lack of, lie. By the 60s, he's largely considered a pariah that even Brutus, despite being lowkey creepy towards, wanted to avoid publicly.
She's technically D2's last ever Victor and, as such, holds a special spot in their culture, propaganda, etc. That being said, she isn't necessarily famed or revered like Enobaria considering both her Games were far more 'tame' and overshadowed by Terminatius 'Titus' Zurich's cannibalism and her own relatively 'tame' Victor persona.
do they see their reflection the same since their arena ?
She's forever haunted by what she did in that arena. Even knowing it was all to survive, she can't move past how stupid she feels for every thinking it was honorable. She doesn't so much blame herself for the killing/violence but for the mentality she held that made it possible. It's only compounded by a combination of D2's fanaticism for her and her 'closeted' resentment towards subsequent Victors for being 'genuine' Careers.
He doesn't recognize himself. Not only is the Cicero who went into that arena a farce who lied and manipulated his way to a persona he doesn't embody but he had some of the most drastic alterations to his physical body of any D2 Victor. He went from a slim-fit boy eager to 'bulk up' as an adult full-time mason to a monster, described by many as 'an adonis to rival Brutus Folley' which is saying a lot.
She refuses to think she's different now to the Penthesilia that went into the arena filled with rage, closeted terror, and a need to prove herself to her shitty parents. Maybe deep down and/or eventually she'll figure out how different she is to that girl but, for now, Penny sees only the physical alterations (mainly a boob job) as prizes (and prices) for her well-earned Victory.
how do they think the Capitol vs the Districts vs the other Victors perceive them ?
All three of them share similar views of the views of them. The Capitol reveres them as perfect Victors who paid in blood to prove their loyalty to Panem (even tho Cicero especially knows that's bullshit). The other Districts (other than a few in D1 or D4 who see through it) largely only see the terrifying 'Capitol dogs' (among other unsavory terms for the trained tributes of D2) who are loyal to a fault above all else. It's within the other Victors' circles, however, that there is nuance. Cecilia, though they never explicitly talk about it, sees right into Icy's disillusionment almost from the jump. They become fast friends despite almost 20 years between them. Haymitch, Chaff, and Blight are quick to welcome Cicero into their circle of sad drunks bc, despite a persona the Capitol still tries to maintain, they see the ruined Victor inside. Extra HC that Enobaria lowkey judges the absolute shit out of all of them bc she (and Penny) see it as a cop out to use drugs/alcohol to manage their trauma and, also, a weakness that doesn't lend itself well to best supporting their tributes. And Penny is welcomed very easily into D1's circle (Gus and Cashmere especially) despite some undeniable animosity between her and Rhubae and Temper in particular that never truly goes away.
what does “home” mean to them ?
Home is anywhere the family she never lets see the 'ruined' parts of her happens to be. With her little sisters who she still can't believe she managed to keep safe through sheer power of lies, propaganda, and Capitol personas. That home burns away when the Rebellion takes them all from her and becomes one of the major reasons she becomes suicidally devoted to the cause post-Quarter Quell.
He never feels like he has a home again, really. He feels most comfortable with his sad drunks (Haymitch, Chaff, Blight, etc) but even they never see the real him (not for lack of trying) so he can't let himself feel at home with them. His family is largely eradicated and/or emancipated from him by the time of the Quell as if to add insult to injury. And love is just not something he wants to risk.
Gus, Enobaria, and Cashmere become her home in wildly different but all equally important ways. Gus is the romantic love she never thought she could achieve, let alone deserve. Enobaria is the mother figure she never thought she'd want (despite only being 6 years apart in age) let alone could let herself have. And Cashmere becomes the first 'girl friend' she develops who truly doesn't have expectations when it comes to getting something out of her, using her to gain something, etc.
