According the rules - no reaper is allowed to pursue romantically or come into physical contact with ANY other being. So.... technically yes? If he has had or has feelings for anyone else that's a different question.

When I first started the comic I def think James could've been described as a 'breakout' character LOOOOL. Glad you're curious about him! Couple of things I can share: James was a Knight and came from a noble familly.

He had three sisters and almost one brother. The majority of his family died at the height of the black plague. He's one of the oldest Reapers (known) within the jurisdiction of any Great Britain branches who has not defected, fallen or been sent to Disintegration. He's either got a resilient mind or is insane and purely stubborn in my book. William in particular he hates for a multitude of reasons, most of which have nothing to do with William and more to do with toxic masculinity and the fact he's mad at who William replaced when he had the 'audacity' to take his position. One thing him and William have in common is that they REALLY hate rats. Though James hates them a bit more. - I've kind of written James to be an antagonist in the sense of "who William could become if he's not careful", but that doesn't mean James is beyond saving either. Just like William, this man has been through a lot of pain and is clinging on to the idea that maybe, someday, he'll feel peace. He's the perfect reaper in many ways. But he's still here. If anyone has some specific questions about James I'm happy to answer provided there's no direct spoilers! He's pretty important to the larger story :D
