You could also just look up “watch Free! Eternal Summer” on any search engine and links will pop up. There are more websites listed in our “watch S2” tag. (There’s a link on the sidebar.)
For the anon, you can always torrent the new episodes from horriblesubs if you don't mind downloading or watch it on sites like animefreak and gogoanime. Although if you watch it on streaming sites I recommend downloading AdBlock.
Here’s a link to HorribleSubs for the torrents, and another website that I usually use to download the raws is nyaa.eu (they also have subbed versions). GoGoAnime already has a page for season 2! And here’s a link to AdBlock, which is both really helpful and free! (I believe the website defaults to the browser you’re using.)

It won’t be before 10:00 EST/11:00 EDT** since it doesn’t air until 24:00 JST on the 2nd (so technically 00:00 to 00:30 on the 3rd). Since Crunchyroll is “simulcast” broadcasting it at 11:30 EDT it might be around then? I don’t have a better time estimate than that. Sorry!
** Most places that use EST are in EDT right now because of Daylight Savings, and I’m assuming you’re in the eastern part of the US or Canada. Please correct me if I’m wrong!

They don't seem to have season 1 in their completed anime list, so I don't think they'd be airing season 2... :(

Crunchyroll will stream it! However, if you aren’t a premium member, you won’t be able to watch it until a week later. I’m sure there will be some other websites to watch it on as well, so I’ll try to post a few links once I figure out what they are. :)
