Senator Castro seeks governor’s help to obtain SSI benefits for Guam “This issue is about long-overdue parity for Guam,” — Senator Wil Castro, Delegate hopeful for U.S. Congress (Sinajåña, Guam) In a letter to Governor Lourdes A. Leon Guerrero today, Senator Wil Castro asked for help to work towards securing Supplemental Security Income (SSI) disability benefits for Guam residents. In a landmark decision filed on April 10, 2020, the U.S. Court of Appeals for the First Circuit determined, in summary, that residents of Puerto Rico are eligible to receive SSI disability benefits. The SSI program is a federal income supplement program separate from Social Security taxes. It provides money for basic food, clothing and shelter needs for aged, blind or disabled persons who have little to no income. Currently, only U.S. citizens who reside in the 50 states, Washington, D.C. and the Commonwealth of the Northern Mariana Islands are eligible to receive SSI disability benefits. “As a member of the American family, I welcome this news in terms of what it means for Guam,” stated Senator Wil Castro, Delegate hopeful for U.S. Congress. “It makes sense that Guam’s elderly and disabled population be eligible for this program, like the overwhelming majority of elderly and disabled Americans are.” In addition to Guam and Puerto Rico, the U.S. Virgin Islands is not a beneficiary of the SSI program. The SSI program does not cover American Samoa. “Depending on judicial processes following this recent ruling, the journey to have Guam included in the SSI program may be lengthy. But let us not be discouraged. Instead, let it be the reason for us to immediately begin working towards that goal,” Senator Castro added.
