Having escaped prison, Cobra and Destro unveil the Weather Dominator, a huge cannon fired from Cobra’s desert base. A simple blast causes hurricanes in Washington D.C., tsunamis in Japan, snow in the Sahara and more. Cobra states the world’s weather will continue to grow chaotic until the governments surrender to Cobra.
The Joes are actually taken aback by this (“he’s not fooling around”) and it takes a huge effort to stop the Dominator. Even then, Cobra is able to put it back together and hold the Joes off for a time. While they lost in the end, this does rank as one of the closest times Cobra came to victory.
