Why always zombies?
If we forget about Hollywood nonsense and look at the actual lore, it's clear that we couldn't realistically have a zombie apocalypse, only a vampire apocalypse.
If, however, we go by Hollywood monster rules, then a werewolf apocalypse should be just as likely.
Where are the werewolf apocalypse films and shows?
Of course it makes sense, based on the symbolism behind the pop culture representations of these monsters, that only the zombies would overrun civilisation in large hordes, that a few dynastic vampire clans exert control from the shadows while feeding on the people, and that werewolves tear society apart through mistrust and paranoia while a very small minority actually ever are werewolves.
Also, the Hollywood zombie is the only one that has to come in large numbers to pose a serious threat.
And Hollywood werewolves and Hollywood vampires typically aren't much of a threat during daylight hours. So those would be somewhat cosy apocalypses.
Having safe passage at day but being under attack every night can still be frightening. Hence there are films about the vampire apocalypse (The Last Man on Earth, Daybreakers, Stake Land, Priest, to name a few).
I guess if you only need to barricade your house for three nights a month, it's harder to believe that society would break down.
But you can have different rules for your werewolves. Having them involuntarily transform in full moon nights but otherwise able to transform at will any time is even somewhat common nowadays.
But as a satirical horror comedy you could also have an outbreak of classic Hollywood werewolves cause everything to collapse, because despite overwhelming evidence that actual werewolves in ever larger numbers are roaming and killing every full moon night, the government denies it and employers won't allow working hours to be changed for just three to four days a month to accommodate safety measures. No measures are taken to protect critical infrastructure during full moon nights. Some local operators who on their own accord implement anti-werewolf measures get reprimanded and replaced, because the higher-ups don't want any encouragement of that hysteria.
The classic Hollywood werewolf also wouldn't be malicious in their human form. But if they are in denial about being werewolves, there would be enough people feeding them propaganda that denies werewolves exist at all.
If they came to accept that they are werewolves, then they might want to lock themselves in during full moon. But nobody's going to help them figure out how to go about it, because the only ones who believe them would rather shoot them with silver bullets if they found out. And during full moon nights the roaming werewolves are going to help free those that have locked themselves in. So you'd have to barricade your flat against both, intrusion and breakout, without help or advice from anyone.
Some may be unable to bear that situation and give themselves the silver bullet. But that rise in suicides would serve as evidence to the werewolf deniers that the believe in werewolves was dangerous and that they need to censor information about those supposed werewolves.
