At approximately 11:24 HRS EST, shots were fired at the S.H.I.E.L.D. Memorial Service being held on Liberty Island in New York’s Upper Bay.

The motivations and perpetrators of this attack are unknown at this time.  However, given the likelihood of this attack being only part of a calculated assassination plot against S.H.I.E.L.D. and its affiliates, all Agents should consider this an ongoing and active Terrorist Threat and therefore EMERGENCY PROTOCOL BETA has been automatically activated and will be in effect until further notice.

Beginning immediately, S.H.I.E.L.D.-sanctioned civilian-protective, -defensive, and -casualty-reductive orders are Priority Level One.  All personnel are reminded that EMERGENCY PROTOCOL BETA is a nonviolent, custodial order and are asked to utilize their best judgement and remain in contact with their superior officers throughout the duration of the Protocol’s effect.  NYPD and FDNY Emergency Services are currently activated and en route to the location and will defer to onsite S.H.I.E.L.D. Protective Operations when possible.
