Emrakul’s ability will wait for you to actually take a turn and then actually control that turn.
If I switch my Fumerole into a 4/1, then Titan's Strength it, is still a 4/5?
No, it’s a 5/4.
Switching is always applied after everything else, so 1/4 Fumarole becomes 4/5 and switches to 5/4.

Thanks, but this was more of a preventive measure than anything. I’d noticed a trend in the tone of certain anonymous questions and decided to cut off that avenue before anything bad happened.
If both players have Necropotence in play, and neither player can make any actions, does the game just end in a draw? Would this apply to any series of 'neither play can change the gamestate' such as two players just Academy Ruins on a random Artifact each turn to not deck? Would we have to call a judge to confirm this or anything?
The players aren’t required to call the game a draw in these situations. As long as they play at a reasonable pace, they can keep playing.
Yes, they should declare the game a draw, but we can’t force them too. It’s not the type of loop that the game cares about.
What is the Converted Mana Cost of a Shoal on the stack if I exile a card to pay for it? (ie. Does exiling Manamorphose to Nourishing Shoal make its CMC on the stack 4, or is it still 2?)
Paying the alternate cost for a Shoal defines the value of X for the Shoal, so the CMC is 4 in the case you describe.

If I pitch Far/Away to a Disrupting Shoal, can I counter a 3-mana Spell? Split cards say they give both values back, but I'm technically only exiling Far to the Shoal, so just want to check it works as I expect.
You’re exiling Far//Away to Disrupting Shoal. It’s a blue card and one of its converted mana costs is 3, so this works fine. It doesn’t matter that that CMC is on the non-blue half.
If an ability triggers in the Cleanup step (and players receive priority) is it still the Cleanup Step, or do things move back to the 'end of turn' step? If it's still Cleanup, do players receive priority one last time after the stack is empty?
It’s still the cleanup step. Players receive priority as normal once something has triggered. That’s why there’s always an additional cleanup step.
