When your neighbour targets you over and over by calling in supposed bylaw offences (with no actual offences, as there is never anything to be fined over), and then moves the Pride sign on your back fence a block away (well within your sight on your dog walking route, leaned up against someone else's fence), it's pretty obvious what's happening.
