Updating the Justice System
Principles All citizens of Gor will be treated equally by the justice system. Since citizens' wealth is not equal, a fixed fine is considered to be a more severe punishment for poorer citizens than it would be for wealthier ones. For this purpose, public punishment will be replacing payment of fines with immediate effect. Issue of tickets The system for issuing tickets and fines will remain virtually unchanged. Punishment will change to 1 strapping for each silver Tarn charged in the previous system. As an illustration, parking in a tow zone attracted a fine of 30 silver Tarns. From now onwards, this will attract a punishment of 30 strappings in public. Contestation As a citizen of Gor, you have the right to contest any ticket or fine in the Administrative Courts of Gor. If you opt for contestation, you will have to register your objection in writing within 10 days from the issue of the ticket. Alternatively, if you feel there are no grounds for contestation you can plead guilty and proceed directly to accepting punishment. Within 10 days form the registration of your objection you will receive a Notice of Hearing. On the day of the hearing, you are to be at the courts at least 2 hours before the hearing. On registration, you will be asked to proceed to the Admission room. You will be asked to remove all your clothes and jewelry and place them in a box that will be provided by the warder. A full body search will then be performed. Invariably, this will include an inspection of all orifices including your ears, mouth, nose, anus and in females, your vagina. You will then be given a simple tunic and a cord to tie around your waist. This is the only clothing allowed for defendants in court. You will then proceed to the waiting area outside the court room where your hearing will be held. When called, you will walk in with your head bowed downwards and kneel down in front of the presiding judge. You will only talk when asked. At the end, the judge will either set you free or issue a Notice of Punishment confirming your punishment or changing it. If your claim was frivolous, expect your punishment to increase accordingly. If you are set free, you may proceed to the Discharge room. There you will be handed over the box containing your belongings and you are free to dress and leave. Otherwise you will be transported to the Punishment Station under arrest. Pleading Guilty To plead guilty, you need not take any action. After the lapse of the 10 days allowed for contestation, you will automatically receive a Notice of Punishment. Notice of Punishment The Notice of Punishment will contain a brief description of your offense, the date and time your punishment will be meted out and the number of strappings you will receive. Once issued, a Notice of Punishment cannot be changed. If you do not present yourself for punishment as ordered in the notice, you and your next of kin will be tracked down and taken for punishment under arrest. You will each receive twice the original punishment. If you are not found, your next of kin will be arrested and punished on your behalf. In this case, your next of kin will receive both your punishment as well as his/hers - effectively 4 times the original punishment. If no one is found, all your and your family's assets will be taken over by the state. In addition to this, you will be punished should you ever be traced. Preparation for Punishment On the day you are to receive your punishment, you are expected to present yourself at the Punishment Station located close to the main gate of the city at 1000hrs sharp. Dress as simply as possible and make sure you bring the Notice of Punishment with you. Failure to do so will attract a 10% increase in your punishment. On arrival, you will be asked to remove all your clothes and jewelry and place them in a box that will be provided. A full body search similar to the one performed before court hearings will take place. If you and/or your next of kin where brought to the station under arrest because you have not presented yourself for punishment on an earlier date you will be placed in the first group. Most of your pubic hair will be trimmed down. As convicts in the first group, you will be given a length of string to tie around your waist and a 12cm x 40cm piece of translucent netting which you will fold over the front part of the string to somehow cover your genital area. Your bottoms will be completely bare. If you pleaded guilty, you will be placed in the second group. Convicts in this group will be given a length of string and a 20cm x 90cm piece of white cloth to use as a loincloth, using the string to hold it in place at the front and at the back. If you have contested your crime, but the case was decided against you, you be placed in the third group. For convicts in this group, the piece of cloth will be 15cm x 45cm. This cloth will be folded over the string at the front, covering your genital area but effectively leaving your bottom completely bare. Independently of which group you were assigned to, a thick leather collar will be placed around your neck. This collar will have a ring at the front and another one at the back. Cuffs will also be placed around your wrists and ankles. Your wrists will be fastened together behind your back and then tied to the ring at the back of your collar securing your elbows at roughly right angles. Your ankles will be fastened together by a chain 50cm long. Execution of Punishment Punishment sessions start at noon. Following preparation, the first group will be lined up inside the punishment station yard and a warder is assigned to each convict. Warders will attach a leash to the front ring of the collar and stand on the left side of the convict under their care. They will also carry the notice of punishment. Two drummers will take their place at the front of the line and another two will stand at the back. When the order to march out is given, the drums will roll and the group is paraded naked along the city's main avenue, proceeding to the Palace Square, where citizens typically gather to watch. On the Bailiff's order, warders will unfasten wrist cuffs from collars and bind the naked convicts to the large iron loops on the Palace walls in a standing up position, on tip-toes and facing the punishment area in the square. In that position they will be exposed in public while they watch the other convicts are punished. The second group will then leave the Punishment Station in a similar fashion. On arrival, the warder at the front of the queue will guide the convict under his care towards the platform in front of the Bailiff where he or she will be told kneel and and bend down, pushing his or her face towards the floor. The warder will than hand over the Notice of Punishment to the Bailiff who in turn reads out the punishment notice to the public. The warder will guide the convict towards the columns in the center of the square and bind him or her in a tight, standing, spread-eagled position. The appropriate number of strappings is meted out by the warder, counted out by the Bailiff and accompanied by the drums. Once punishment is over, the warder will untie the convict from the columns and remove collar and cuffs. Punished convicts are than allowed to go home. This sequence will be repeated until all convicts in the first group are punished. In a similar fashion, the third group will follow. Convicts in this group will be punished like the group before them. This group's clothing will however offer no privacy when they are asked to kneel and bend down in front of the bailiff. Once punishment is over, convicts in this group will be asked to hand over the string and cloth and leave the Palace square completely naked. They will be allowed to cover up their nakedness with their hands. Until they leave the square, anybody handing over any clothing or cover will be fined 50 strappings on the spot. Convicts in the first group will be punished last. Any convicts arrested with their next of kin will be punished together. Convicts will be released from the loops one by one (or paired with their next of kin if applicable) and guided towards the punishment platform like the ones before them. Once the Notice of Punishment is read out, warders will bind them to columns in the center of the square and remove the string and cloth, leaving convicts completely naked. A ginger root is also placed in their bottom to induce a burning sensation when they clench their buttocks during their strapping. Once the appropriate number of strokes have been meted out, the punished convicts are returned to the Palace walls where, once again, they are blindfolded and bound to the iron loops - this time naked and facing the wall to show off their punished bottoms. This group will be left on display at the Palace walls until the sun sets. After sunset, convicts will be untied from the iron loops and their hands will once again be tied behind their backs and lined up. Drummers will be placed at the front and end of the line with each convict bound to the one in front of him/her through their collars. The whole group will be paraded naked around the city until midnight to remind citizens of the consequences of trying to avoid justice. At midnight, they will be released and allowed to go back home. Collection of Possessions following Punishment Any clothing or possessions left at the Court or the Punishment Station may be collected on the following day.
