Need to read a 38 GB PBF (Pretty Big File) in any dimension in ~1 sec? You need to chunk the data. Check out netCDF-4 with its sub-sampling and discrete compression options.
Interesting that UNIDATA consider 38 GB to be a PBF rather than a RBF (Really Big File)!
IFTTT (IF This Then That) is a great way to configure the web the way you like it. I prefer to receive email than scan RSS feed, so simply connect the two.
