Quinlan is implied to be the rightful heir of Kiffu. Let's say that there's some sort of political kerfuffle and well, his aunt needs to come up a reason why he was given to the Jedi instead of her acting as his regent until he was old enough to rule.

It turns out, there's an old old old treaty between Kiffu and the Jedi, or between Kiffu and the Republic perhaps. But the point is it hasn't been fulfilled for the most recent era and it's still current.

You see, the treaty requires the periodic binding of the ruling clan of Kiffu to the Jedi Order in marriage.

So, of course, given the questions as to her nephews location, she decides to check up on her nephew. Invite him and his spouse to Kiffu so they can reassure the court that he's alright. After all, she allowed the jedi to take him so that he had the option to find his spouse properly.

Only she finds that her poor, poor nephew has been denied those bonds. Surely this is a misunderstanding of some sort? Unless, of course, the jedi did steal him?

Over all, it does very well at convincing the court of Kiffu to throw their support behind demanding that the Jedi Order correct this or Else. The Honorable Prince Quinlan of Clan Vos will be married to a jedi or he will be returned to his people to take his place as Sheyf.

Quinlan does not want to go back to Kiffu. Quinlan does not want anything to do with the court or titles he's not allowed to give up. Quinlan would like to continue raising his padawan in peace, thank you very much.

Quinlan does not get a choice. The treaty is load bearing for the Republic and if it fails, two-thirds of Republic legislation is rendered void.
