Since the emergence of quirks and the birth of hero society, the Hero Public Safety Commission (HPSC) had been trying to figure out how to control things behind the scenes because that was what it had always been about - who had the most power.
They came up with a drug that would enhance the instincts of those who possessed heteromorphic, or otherwise seemingly inhuman, quirks. It would make the heteromorphic population wreak havoc on Japanese Society, requiring the HPSC to step in and save the day. They would look like the heroes, gain the public's trust and support, and successfully embed themselves into the core of Hero Society.
With a team of elite scientists, the drug was synthesized, and the plan was implemented. It went off without a hitch. Anti-Mutant laws were written, and victims of the drug were either locked up or went into hiding.
With time, the effects of the chaos began to fade, and even though groups like the Creature Rejection Clan still targeted heteromorphs, the general public has begun to accept mutants once again. With new advancements in society, the old Anti-Mutant laws did little compared to what they had done in the past.
The HPSC decided they needed to act again.
