Yes, hr is truly underrated and I have no idea why that is.

Like you said, he's one of the few in the class who isn't held down by apprehension for very long when he approaches others.

Honestly I praise Horikoshi for depicting this adorable new budding love for Kosei towards Tsu-chan. It’s so easy to depict high school love as this ball of pervy hormonal messes when they can be something so adorably innocent and pure as a guy contemplating on the fact that he may have just gotten his first (inadvertent) high school kiss.
