Really the thing in 4x03 that most gives away that this is Delilah in her Anime Villain Era is that she makes it SO FUCKING WEIRD with Kiki.

Waiting for the EXACT MOMENT she finally lets her guard down and relaxes to attack.

Making no move to kill her when she's got her vulnerable over a ledge and instead viciously taunting her about how she won't be able to protect the people she loves from what's to come.

DOING THIS SHIT TO HER DAD RIGHT IN FRONT OF HER.

And like gee. I wonder why Delilah would want to make this whole thing particularly personal. Why it's not even a plan to assassinate the new Voice of the Tempest and is instead just a plan to humiliate her and try to destroy her people's faith in her. To make her helplessly watch it happen and sit in the morale-devastating aftermath.
