Funny enough, US military members do not have free speech. You can look it up. By joining the military, you give up some of the rights you would have enjoyed as a civilian. Freedom of speech is a big one, another is double jeopardy laws: if a military member is suspected of a crime and is found not guilty, they can re-try you as many times as they want (in a military court/court martial scenario specifically, you still are protected by double jeopardy laws in civilian courts). You cannot advocate for a political cause in uniform (many people flout this law) and you certainly can’t call for the death of the commander in chief, and doing both is a one-way ticket to the brig

You just create enough regulatory risk that every regulated enterprise backs off. You probably don't want to create so much regulatory risk that you scare off the hyperscalers from serving Chinese models; this will just drive startups to sketchier providers. There's a happy middle ground here. I'd assume they will do some version of this.
