I will say the Formerly canon thing is funny. Ticciwork is still technically canon just depends on what you perceive as "canon."
From Clockworks end of the story take a work still exists they're still dating and Toby dies and that still affects Clockwork as she goes into adulthood. From my understanding at least the person who made clockwork nuked themselves off the internet deservedly so.
Toby as we know him as a character was nuked off of the internet and has been repeatedly axed murdered by his creator over the past few years. Ticci Toby Creepypasta character, Slenderman proxy, is not dating Clockwork because he currently does not really exist in any form that matters.
If you're talking about the more modern 2021 Toby, Clockwork doesn't exist there so they're not dating but that Toby is also old and not a proxy of slenderman and a totally different dude.
If you're talking about the more recent post by his creator about him as a character the specific original creepypasta version then while he is indicting anyone and he's a emotionally abusive prick who only cares about himself. (The one that transmutation Toby is based off of the most)
If you're talking about classic Toby then yeah they're definitely dating. It just depends on what you consider 'canon' to Toby as a character.
It truly is the cat in a box with poison of cannon. I'd say their relationship honestly at this point is more optionally canon like it literally doesn't matter you cannot ship them or ship them.
