In a mad max future there would be large city states built around sources of subterranean water. These civilizations could probably engage in limited agriculture, potentially enough to grow fiber crops like cotton. This producing a small luxury goods trade producing fabric like denim. The priest-nobility of these civilizations would wear jeans as a signifier of their wealth and power and the jeans would probably be a part of their cthonic-water-source worship based religion a la Mesopotamia. But this also means that the largely pastoral warrior cultures would regard jeans as a sign of effeminate decadence, and thus an object of desire but in the sense of the trophy of a defeated enemy.
