i really don't think verna seeks out her clients . they always find her .

thinking about verna's deals , and how she's able to grant the ushers freedom from law and consequence . i think part of it is setting up her clients with good and unshakable teams ( in the case of the ushers , pym ) , but she does do a lot of direct intervention , whispering into the right ears at the right time .

#much in the same way she whispered in the ears of morella and the staff at perry's event #it's no supernatural sort of persuasion -- the mortals CAN technically disregard her words #but instinctively they always perceive it as gut instinct or their own inner voice

verna's domain has almost always manifested as the bar , across all the centuries she's been making her deals with mortals . every now and then , she'll change things up , see if it makes a difference in a more modern age , but the bar is tried and true : even without the liquor , there's something about a bar that lowers peoples' defences , makes them more honest and vulnerable .
