I once read a prompt on the yj kink meme where they said that Wally always wear (at least on the tv show) long sleeves, and that may be because he has those marks from when he was hit by the lightning that gave him his powers.

(But what about his fast healing?)

Wally use to throw himself as a cannonball with a lot of momentum (more velocity than mass), hurt his shoulder and then Bats improved his suit.
