It's not a total ban. We can still see your content in the dash feed. But as long as your icon is blocked your blog itself can not be visited and your archive can not be accessed. Not even by yourself.

It is a safe for work art on a safe for work account. I’m afraid everything that has to do with my email and name on Tumblr has been shadow blacklisted without our knowing and who knows if the same will happen on new accts. It is no longer worth the time :( and with most of the work gone, the acc is a shell ;-; I cannot have you guys stay around Tumblr and hope for updates from me. Made a Dakimakura! 

Her name is Higure Kira  (日暮姫星).  

日暮 (Higure) is a last name. It means dusk, sunset, or twilight(hehe).

The name 姫星 is pronounced as “kira”. The letter 姫 means princess and 星means star. The sound “kira” is also a sound effect for sparkles in Japanese :3

So all together,  日暮姫星 still means Twilight, Sparkle with the double meaning of Star Princess of Twilight! ;)
