When felicity turned around from kissing oliver, I seriously thought they were going have sex front to back and I almost passed out.

At it’s core I don’t think Felicity was apologizing for or excusing Oliver’s choices. I think she was apologizing for letting her entire idea of who he was as a person change because of those choices. 

From where I’m standing, the show has never portrayed Oliver’s choices int he breakup as anything but wrong. And Oliver has consistently been shown as remorseful, guilty and accepting of the consequences. 

But what Felicity is apologizing for is judging and condemning Oliver to the extent that she completely closed the door on the possibility of Oliver growing or being forgiven because she couldn’t understand where he was coming from or the mindset he was up against. 

It goes back to what I said before the episode- understanding doesn’t make Oliver right, it makes him forgivable. Felicity isn’t apologizing for leaving, she’s apologizing for writing him off. For losing faith in him.
