I've seen discussion about Fukao tweeting things about as-of-yet unrevealed characters in CoE on their private account, so I wanted to post a translation of the guidelines relating to that.. (Yes, they've written guidelines for translating the tweets on their private.) They can be found here. If you're following their old account [factory_fukao] you should be able to log in and view them yourself: it worked for me as of 3/26/2026.
These guidelines are also from 2021: this is not a new release.
【1】 About the locked accounts.
-There are some exceptions, but this is all mostly unofficial. Imagine my tweets as incontinence of the brain. That's all they are.
-Fukao is the producer of the game, but is not god. Likewise, just think of this account as someone who got to test play CoE a little earlier than everyone else, and a honorary member of the CoE fanclub.
-Official materials (things that appear in the games themselves) (things published under the System N.H name) take precedence over anything here.
-This account is just locked so that people who don't want to see it don't have to. I don't want to surprise people who don't want spoilers or any advance information by accident, so I decided to lock this to avoid that.
-I let anyone into this account except spam, NSFW, and harassment accounts.
【2】 Discussing/translating/reposting tweets from this account
-You can discuss the stuff on this account in other places, it's not a problem.
-However, keep in mind that the reason this account was locked in the first place was to avoid forcing the content on people that don't want to see it. Treat it like spoilers, and use your best judgement on how much your followers might want to see.
-I generally don't have any problems with these tweets being reposted in full on unlocked accounts or translated, but I would like to ask that if you do this that you put it behind Privatter, Fusetter, or something similar rather than posting it in an uncensored tweet thread or image.
-If you do repost or translate, please mention somewhere in your post that these are tweets from the creator's side [=unofficial] just out of consideration for the people reading.
-Posting the text in full is alright, but I'd like to ask that you don't publically post screencaps of the private account or repost any images on it.
【3】 Regarding posts on locked accounts that are behind spoiler filters
-If a post is behind a spoiler filter, please use a spoiler filter when discussing it outside of the account.
-If a post is behind a spoiler filter, please do not publically repost or translate it, even if it's also behind a list-only spoiler filter. I'm sorry to just keep these in Japanese, but I hope you understand...

I personally don't want to constantly be telling people 'you can't do this' or 'you can't do that'. I'm just saying this in the hopes that people will understand, cooperate, and act in good faith. Thank you all for doing so so far. But I know we're all people, and people are going to have different interpretations of what's OK or not, so I figured that it might be easier for me to draw lines as the creator rather than have people constantly arguing about whether this or that was too much. You might end up feeling like "Oh, no, more guidelines?!" but what I'm hoping will happen is that people will understand what I'm fine with, and will act as freely as they want within those guidelines.

[This is not part of the TL of the guidelines and just a personal request, but I would like to ask that if you plan to TL and post tweets from the private account that you include a link to the original post, just for ease of access/lack of confusion (since there are 40k+ tweets on the account), since we can't post screenshots directly. I plan to do the same if I ever end up posting translations, as well.]
This is, hopefully, as simple of a step-by-step process that I can provide! This is for setting up the english version of cell of empireo. If you want to play other games in foreign languages that would require a similar setup, or need a textractor, i have another tutorial here!

1. Download and extract the Locale Emulator

2. Ensure that you are downloading the game in the right locale.
In your region/language (administrative) settings, change 'Language for non-unicode programs' to Japanese. This will ensure that the file names are extracted to the right language. MAKE SURE you download AND extract the game with the right settings! DO NOT CHECK THE 'use utf-8 encoding' BOX. This ONLY needs to be done during the initial download and extraction; once everything is downloaded+extracted+installed, you can set your region back to your previous settings, but test to ensure that the text will display properly after you return to your original language settings; there have been issues before. helpful tutorials are here and here! I've also included a screenshot below for the most recent versions of windows.
3. Download and extract Cell of Empireo and the relevant RTP
The tools MUST be downloaded, extracted, and installed in the game's language. For Japanese games, they are here. For COE, you will want the 2003RTP. ensure that you are still in the right locale for non-unicode programs!

4. Run through the Locale Emulator
YES, this is a necessary step, EVEN IF YOUR ADMIN-REGION/LANGUAGE SETTINGS ARE CORRECT. CoE will not display the correct text unless you also RUN it in the right locale. You should be able to right click the game and see the Locale Emulator as an option like this. Run in Japanese. If it doesn't show up at first, click "show more options" and it should be visible.
This is a little off-topic, but I've seen a couple of people confused about why Fukao mentions 'canon' in their guidelines regarding characters who were together, or people wondering whether 'canon information' is locked behind inaccessible twitter accounts or old blogs, because Fukao has reused old OCs and old OC designs in the past.
However, it isn't true that either 'Fukao doesn't want anyone to ship non-canon couples' or 'canon information is inaccessible'.
They're just strict about what they define as 'canon', I assume partly because a lot of their side accounts may have material that's not finalized, or details about OCs that may not be true of their current versions. (like 'x is gay, y is bisexual, z is a's child')

"The questions are answered by the cast themselves.
However, since Fukao is the one writing them, they don’t exist in the ‘official’ timeline. Just think of these exchanges as ‘If the cast ever had the opportunity to talk like this…"
and before CoE Kai,
This episode “Kai” is a collection of short stories by Fukao and Totori. This is based on Code:Dante’s reorganized observation points (meaning official canon), but because it doesn’t have the System N.H logo on it, it’s not recognized as “official” canon.
And with regards to Cell of Empireo, there are still points that are unobserved by SharkTale Factory and unclear at this point in time.
So treat this as “semi-official” and enjoy the “Kai” in each season.

In the Cell of Empireo series, the current and future games, as well as the various ends in them, are considered ‘canon material.’
As for what counts as ‘official’, any games made by SharkTale Factory, as well as anything information with the System N.H logo on it. Totori’s novelization is included.
(Canon=’actually happened within the series itself, and is recorded as the ‘truth’.)
(Official=’Canon OR follows System N.H’s ‘plan’ or ‘sequence of events’.)
Information or artwork from non-official accounts are based off of someone’s observations of ‘official’ information before the players do. So they shouldn’t be considered ‘official’ in and of themselves.
Because this document collection is from System N.H, it should be considered ‘official’. It should also be considered ‘canon’ as a work as part of the Cell of Empireo series.
If you see anyone claiming that 'canon'='they don't support anything outside of it' or that details that haven't appeared in published media (like, on locked accounts, etc) are the actual canon this is directly stated as untrue by Fukao.
I don't post translations of Fukao's private tweets not because I don't have access to the accounts, but because I don't want to confuse people into thinking a one-off comment is intended as an official statement.
