For my character that I'm using here, the only legendary that travels with him is Psy, his Mew that he met back on Route 3 in Kanto, and officially caught on Mt. Silver. All the others just roam, but Bruce still owns them all, even if Bruce has never battled with like 97% of them.
I also don't use any legendary pokemon before I become champion also, so expect Bruce to pull some punches with his team choices. >:]

Can’t change anything about the Champion Assessment, I’m afraid, but if you head on over to Blueberry Academy once you’re done, the boss might be up to givin’ you an extra challenge while she’s coaching there. Not at FULL full power, mind you, but it’ll be a step up for sure. Drop me a line too, yeah? I gotta know what a six-time Champion battles like!

Our job’s about raising the next generation of trainers, not crushing kids’ dreams, y’know? Still, less than 10% of challengers actually reach Champion Rank. I get why you might think bein’ the Top Champion’s all raw power, but if every kid who challenged ended up gettin’ crushed by ultra-strong out Pokémon, that figure would be a lot lower. None of us in the League hold back, sure, but that’s why our teams are are level capped! What, you think the top trainers in all of Paldea don’t have maxed out teams in our back pockets? Hah! As if.
Anyway, say what you like about her, but at the end of the day, the League’s a business, and managin’ businesses is what the boss does best.
