Wow, so once tax dollars are allocated you're compelled to "spend it".
No ability to shift projects? No ability to find out where the "already spent" tax dollars went,to the penny. An assortment of * projects, a 💩ton of taxpayer money either sitting in limbo (or pockets) to pay friends who'll overcharge ( recalling 2 million on a one stall toilet) because they can. California is imo, a big circle jerk of fraud and election interference. Gavin hasn't cleaned those fire prone wooded areas,but, got the money. Fire one up has a whole new meaning.
