If someone who was a heroin addict uses oxycodone to get off the addiction; is that helping ? I know someone who told me its suboxone but when I looked it up, he uses blues or roxys (oxycodone) and he uses an empty pen to smoke the pill on tin foil. Do you think you can give me information about this ?

No, it's not helping. They are just replacing one addictive substance for another. Suboxone works by keeping the person from getting dopesick while they gradually decrease the dose. Plus it doesn't produce a substantial high so the person can learn to live without the high.
