4QX is creating 4QX — development as a six-phase cycle

New on holarchy.ai: the claim is that 4QX development should itself run as a 4QX holon on the canonical Generic Organisation cycle — Fit → Offer → Accept → Run → Publish → Integrate — not as project management around 4QX.

Each development quantum starts from a named gap against GOAL, becomes seam-visible work, runs as a bounded change, publishes evidence, and integrates back into the project self-model. Integrateₙ becomes Fitₙ₊₁.
