wiress is seated at her desk - both excited yet filled with utter confusion as to why effie had been so thrilled to go to the observatory. the conversation had started simply . . . what do you do for fun around here? for wiress, it was a very straightforward answer ! ever since she was a messy haired child, she had always taken interest in the sky and all that it holds. she would sneak out of her window and hike up to the observatory when her parents thought she was out studying with her friends and would spend hours sketching the constellations in her notebook. while effie had entertained her fascination from the moment she was assigned to wiress' prep team, she had never been this excited to look at the stars before. so naturally, wiress was a bit lost. gentle hands are packing her notebook, colored pens, and pencils when she hears effie. she turns and her eyebrows are pulled upwards involuntarily at the sight, her mouth opening and closing. speechless. the outfit was clearly touched by effie - sprinkled with a drama uniquely her own. wiress looks down at her own outfit - cargo pants and a t - shirt, and suddenly she's even more confused.

" it's - " wiress cocks her head to the side, calculations to try and understand effie's reasoning clearly taking place in her head. she falls short rather quickly. " it's very . . . it's very you. the  reaction  doesn't  phase  her  for  a  second.  what  better  compliment  than  calling  an  outfit  very  her?  even  coming  from  someone...  perhaps  not  as  schooled  in  the  rich  tapestry  of  today's  fashion  as  her  darling  victor,  lovingly  turned  friend.  "   yours  is  very  your  own,  too.  "   a  reassuring  nod;  endless  notes  about  wiress'  outfit  of  choice,  of  course,  though  none  of  them  voiced  —   surely  the  woman  was  well  acquainted  with  the  dress  code  in  question.  even  though,  arguably  so  was  she  acquainted  with the  escort,  &   still  came  the  suggestion  of  the  very  woman  wearing  those...  boots.  effie  swallows  at  the  thought,  does  a  double  take  --   did  wiress  sincerely  think  those  are  the  appropriate  shoes  for  effie  to  sport  at  the  club?  surely  they  were  a  match  to  cargo  pants  &  whatnot,  this  avant-garde  industrial  chic  rendition  of  street  she's  certain,  but  effie  never  dresses  to  an  occasion.  she  is  the  occasion,  of  course!

"   oh.  no,  no,  darling,  you  mustn't  worry.  of  course,  back  in  the  golden  days  there  would  be  cars  escorting  me  to  these  events,  but  i  am  perfectly  schooled  in  a  good  walk  in  these  beasts.  "  hands  wave  away  any  concern;  she'll  be  walking  on  coal  before  caught  wearing  flats.   what  she  does  is  take  a  hold  of  is  her  purse:  leopard  to  match  the  pattern  of  her  dress,  fuzzy  &  soft.  "   ah!  what  a  treat  of  a  night  this  is.  &   to  think  the  boys  used  to  say  we  have  nothing  in  common.  but  now  we  get  to  finally  enjoy  a  night  for  us  girls  —  isn't  it  so  exciting?  "

the  final  touch  to  her  getup  comes  in  the  shape  of  fur.  of  course,  what  used  to  be  en  -  vogue  back  in  her  capitol  prime  really  couldn't  make  the  streets  these  days,  but  occasions  such  as  this  one  truly  warrant  a  little  extra  dash  of...  creativity.  effie  usually  sticks  to  ribbons  these  days,  as  she  did  for  most  of  her  stay  in  thirteen,  but  fur  really  shows  some  effort.   &  this  deserves  her  effort.  it's  not  everyday  that  her  dear  victor,  the  very  first  under  her  care  at  that,  agrees  to  go  out  with  her.  &   truly,  effie  couldn't  wait  to  find  out  just  what  this  '  observatory  '  place  was  about.  underground scene,  she  would've  guessed,  but  not  so  much  if  it's  something  her  darling  @reflecthid  frequents.  no  offense  intended,   of  course.  so  it's  fur  head  to  toe.  leopard  at  that.  hair  is  her  own,  a  post  -  war  concession,  but  goes  all  the  way  down  to  her  waist  in  impeccable  blonde  waves.   fur  on  her  hair,  too.  she  puts  one  long  leg  on  display  out  the  doorframe  to  catch  the  other  woman's  attention,  then  waltzes  into  the  living  room  with  a  swoon.   a  pause  —   cue  the  imaginary  standing  o'.  she  notices  how  her  outfit  &   wiress'  look  virtually  nothing  alike,  feels her features sour at the realization, then  rebuilds a smile with the reminder that  this  is  just  the  way  her  friend  is.  it's  not  like  she's  all  about  dressing  up  for  parties  like  herself.  "   so.  what  do  you  think?  "

what does a so called ‘ rebel ’ look like ? A RECONSTRUCTION OF EFFIE'S COSTUME DESIGN IN DISTRICT THIRTEEN, INSPIRED BY DESIGNS FROM JEAN PAUL GAULTIER & VIVIENNE WESTWOOD.

PLUTARCH HEAVENSBEE  you're not a prisoner.  you're free to join the rest of thirteen. EFFIE TRINKET  not looking like this, thank you very much.

during  the  capitol  extraction,  effie  wore   ⁽   ⁰¹   ⁾   a  magenta  draped  dress,  corset,  &  matching  platform  high  heels.  a  long  flamingo  pink  wig.  skin  -  tone  thighs.  set  of  long  acrylic  nails,  painted  gold,   &  false  eyelashes  with  golden  speckles.  gold  necklace,  bracelets  &   rings  that  resemble  the  shape  of  ribbons. in her purse, she brought essentials: a different pair of heels & sunglasses.   ⮩   however,   upon  arrival,  all  clothes  &  personal  belongings  were  confiscated  by  district  thirteen  guards.

instead,  effie  is  given  the  standard  thirteen  wardrobe,   ⁽   ⁰²   ⁾   two  jumpsuits,  one  wool  jacket,  one  pair  of  combat  boots,  one  button  -  up  shirt.  the  cardigan  &   pants  she  sometimes  wears  are,  of  course,  borrowed  from  haymitch.

she  negotiates  with  plutarch  access  to  her  clothes  again  —   surely  an  old  friend  would  understand  just  how  vital  one's  clothes  are  in  a  scenario  of  such  vulnerability.  her  colleagues  from  twelve's  prep  team  were  just  now  being  kept  prisoners,  &   wasn't  it  for  her  tight  relationship  to  the  mockingjay,  effie  is  certain  she  too  would  have  a  spot  with  her  initials  on  those  dungeons.  her  identity  is  all  she  has.  it's...  her  brand  of  rebellion.  she  gets  her  belongings  back,  wrapped  in  gray  fabric,  then  casually  lays  all  of  it  ⁺   her  district  thirteen  attire  on  the  ground  of  her  cubicle  underground.  surely  she'd  be  able  to  come  up  with  something  to  resemble  even  a  shadow  of  her  past  self...     ⁽ ⁺ ⁾   

effie  is  left  with  an  assortment  of  customized  pieces  that,  with  a  little  bit  of  luck  &   an  unfathomable  level  of  creativity  should  make  up  for  a  decent  wardrobe.  her  days  in  the  valley  come  in  handy  the  moment  she  realizes  the  pieces  would  need  some  needle  work,  &   she's  able  to  remodel  those  shapeless  pieces  into  memorable  ones.     ⁽   ⁰³   ⁾   the  buttons  in  her  jacket  &   shirt  are  rearranged  to  double  breasted  designs,  on  -  par  with  the  military  theme  everyone  is  supposed  to  be  getting  on  board  with;  if  this  is  what  they  are,  rebels,  then  she  might  as  well  be  a  very  well  dressed  one.  waists  are  either  adjusted  to  better  fit  her  body  or  sintched  with  a  leather  belt,  also  borrowed,  looped  twice  around  her  waist  &   resembling  a  corset.  her  corset,  too,  at  times  worn  on  top  of  her  shirt  to  accentuate  her  sillhouette.

heels  &   gloves  are  the  sole  ode  to  color  in  her  wardrobe  now;  her  dress,  once  beautiful  layers  of  magenta,  now  torn  apart  by  those  so  called  guards  of  thirteen.   plutarch  said  it  surely  had  been  an  accident.  effie  doubts  it'd  bring  them  anything  but  joy  to  destroy  something  beautiful  for  the  sake  of  it.

still,  even  unable  to  sport  her  beautiful  gown  every  day,  confined  to  an  immensity  of  gray  days  in  that  gray  reality,  effie  tends  to  it  tirelessly  every  day  after  work  hours.  she'll  need  something  to  wear  once  the  war's  over,  after  all.  if  it  ever  is.  if  they're  ever  free.  surely  they  don't  expect  her  to  walk  into  the  future  looking anything  other  than  fabulous.  but  then,  an  occasion:  a  wedding,  something  beautiful  for  the  sake  of  it,  like  her  gown,  like  herself.  &   so  all  those  nights  of  raw  fingertips  stitching  her  beautiful  dress  back  together  seem  to  have  found  meaning,  when  she's  able  to  wear  it.  nobody  else  seems  to  mind  that  a  wedding  should  require  a  certain  dress  code,  but  effie's  never  dressed  up  for  anyone  but  herself.  her  repurposed  pink  dress,  pink  heels,  pink  blush  &   lipstick  from  the  stash  that  should  be  used  on  their  mockingjay  only   —  &   she's  ready  for  this  excuse  of  a  party.  her  hair  up  in  pin  curls;  great  aunt  messalina  said  during  wartime  capitolites  wore  their  hair  up  that way,  so  she  does  that  in  the  absense  of  her  wig.

her  everyday  beauty  routine  is  a  bore.  there's  little  effie  considers  herself  less  excited  about  than  showing  a  bare  face  to  those  people,  but  still,  in  the  absense  of  creams  &   powders  to  properly  paint  her  features,  all  she's  left  with  is  the  possibility  of  pinching  her  cheeks  to  a  pink  &  slipping  a  little  something  from  the  studio  katniss  does  most  of  her  on  -  camera  work  in.  her  priority  is  to  add  a  little  color  to  her  lips  &   cheekbones,  always,  &   if  she's  lucky  a  little  contrast  to  her  eyelashes.

but what remained of his composure turned to ash in the fire that awakened after reuniting with his prep team. flavius, who’s evasive lies about their treatment in 13 are undone immediately by octavia’s sobs, the hysterical way she struggles to catch her breath and her refusal to let go of the hug he'd offered turning his questioning look to venia. venia, who’s usual poise fractures in that moment, her faltering voice finally settling on monotone as she reveals their imprisonment and their supposed crime.

despite only just being discharged from the hospital he calls for a meeting. his first face-to-face with 13’s president, his first sighting of plutarch and fulvia since before the quarter quell. cinna requests @intopearls is there too, for reasons that become clear after the fire of his ire turns into an inferno, the impassioned heat in his words barely restrained.

she's  lucky  she  has  her  victors.  they'd  never  let  any  harm  come  to  her,  would  they  now?  in  the  way  she  would  have  done  unspeakable  things  to  make  sure  they  were  safe.  in  the  same  way  she  would  choose  uncertainty  &   gray  over  home  for  them.  effie  sighs.  she  must  still  be  her  best,  nothing  but  her  best,  for  them.  &  for  dear  cinna,  too,  of  course  —   who's  certainly  the  only  person  in  this  place  capable  of  understanding  how  at  loss  effie  feels  at  every  moment.  her  eyes  find  his  again  with  a  better  excuse  of  a  smile,  at  last.  "   really,   cinna.  do  you  regret  bringing  me  into  this  meeting,  or  into  this  place?  "   there  is  no  bite  to  be  found  in  her  voice,  or  even  her  features.   she's  questioned  plutarch,  even  haymitch  about  it  before.  certainly  some  bite  in  her  features  back  then.  but  not  for  cinna.   this  time,  she  even  allows  themselves  the  outrageous  sound  of  a  laugh.  "   please.  we  made  our  choice.  haven't  we  now?  &   if  that  means  making  sure  that  president  woman  treats  all  of  us  rightfully  with  our  very  hands,  so  be  it  then.  "   she's  unable  to  help  the  way  her  lips  curl  into  a  pout,  chin  up  &   straight  towards  the  ceiling  with  judgement.  "   between  us,  now,  darling   —  what  do  you  think?  "   a  beat.  eyes  gleam  with  the  lost  glamour  of  gossip.  "  personally,  i  have a hard time  trusting  someone  with  that  hair.  "

"they all looked quite fine tonight. like they fit right in here." their tributes, dressed so handsomely in messalina's hand-me-downs, look almost passable as capitol residents. mags is playing nice, appearing as pleasant as they come – it's the smart thing to do under such circumstances. but even then, if effie (or anyone else, for that matter) were to search for signs of melancholy in her tone, they'd surely find it.

how bittersweet it is seeing them all dressed in good clothes, only to head off to a slaughterhouse. mags knows there's no point in voicing such thoughts, she'll refrain from doing so to avoid the trouble. in a deep sea of the usual capitol laughter and gawking, effie is a puzzling figure, with her lack of cruelty. though vanity may be one of her vices, there are far worse ways to be than absorbed in the look of things. "i'm glad that the rest of the world got to see them as they were tonight." mags would like to remember them like this too – as lovely ever in silks and satin – there's some dignity in that. even small luxuries are worth being thankful for.

the  melancholy,  of  course,  goes  unnoticed.  effie  barely  has  any  room  for  it  in  her  senses,  overwhelmed  by the  bright  lights  of  this  building  she's  been  trying  to  sneak  right  back  into  since  last  year, the  bubbling  sensation  of  excitement  &   alcohol  teetering  on  her  stomach.  the  tips  of  her  fingertips  still  feel  slightly  numb  from  over-tending  to  every  detail  on  those  tributes'  demeanor;  yes,  she's  done  the  same  for  wiress  last  year,  her  very  first  victor  that  just  wasn't  quite  hers,  but  these  are  just  as  close  to  her  heart.  they  needed  her.  either  sent  off  to  their  deaths  without  magno  stift's  assistance  or  dutifully  clad  in  his  atrocious  designs,  effie  really  couldn't  tell  what's  worse.  then  she  corrects  herself.  not  their  deaths.  district  twelve,  just  like  every  other,  has  twice  as  many  chances  of  bringing  back  a  winner  this  year.  &  against  all  logical  thoughts,  her  unmistakeable  hunch  for  a  victor  says...

a  smile  curls  her  lips  into  place,  somehow  other  than the  manufactured  pearly  rendition  of  it  she  usually  has  in  store  for  gamemakers  &  sponsors  alike.  "   oh.  i  am  simply delighted  you  think  so,  "   &  quietly  nods her  head,  eyes  fixed  on  the  television  before  them.  effie  turns  to  mags  with  a  gulp,  "   they  deserve  it  just  as  much  as  any  other  tribute,  don't  they?  i  made  sure  to  tell  my  sister  that  much  —   there  is  no  better  district  than others to  draw  when  it  comes  to  your  internship  year.  i  do  believe  it's  important  to  remember,  even  coal  can  be  turned  into  pearls.  "  &   she  means  it,  so  much  so  it  makes  her  face,  dramatically  painted  &   shaped  into  a  mask,  distort  under  that  strange  light  of  sincerity.  conviction,  even.  then  a  hint  of  something  else,  sharp  &   ambitious  gleams  in  her  eyes.  "   i  told  plutarch  he  can  call  me  if  you  find  yourself  unable  to  rely  on  magno  again.  "   it's  conspiratory  in  a  way,  whispered  with  a  hint  of  a  smile.  she'd  love  to  help.  something  tells  her  she'd  fit  right  in.  "   but  even  if  he  fails  to,  ms.  flanagan,  i  do  hope  you  remember  me.   i'd  hate  to  see  the  tributes  looking  anything  but  their  best  before  the  beginning  of  these  games.  "

her words take him off guard and briefly, his mask that he's been wearing around the capitol slips. her words are heavy, easily lost on the average capitol socialite that's bouncing around drunk and they contrast with her appearance. her bubble gum pink dress with blonde hair piled high, splattered with equally bubble gum pink color that makes her look like almost doll - like. every aspect of her appearance is perfectly crafted, the aesthetic of the escort of her two winning victors. and yet, blue eyes meet hers and he can see how serious she is. her normal bubbly demeanor replaced by almost a sense of urgency. the bustling around them muffles slightly as he focuses on her, trying to figure out the layer to what she's saying. is it another warning, like haymitch's in eleven, but with something more sinister ? is it a drunken slip ? his eyes scan her face for something more but she's spent years smiling and waving children to their death and he can't figure it out. so his capitol masks mirrors her as he leans in playfully, ❛ i would hope so effie, i'm a victor. ❜

she  can  never  have  enough  words  coming  out  of  that  painted  mouth.  was  a  problem  back  in  her  valley  days,  surely  felt  like  one  to  anyone  on  the  receiving  end  of  her  endless  rants  about  anything  in  the  mornings  now.  especially  her  victors.  especially  the  ones  that  were  either  too  hungover  or  too  chronically  inept  to  life  in  society  as  two  out  of  her  three.  but  peeta  never  seemed  to  have  any  trouble  listening;  not  even  the  high  pitch  or  the  accent,  it  didn't  always  or  immediately  throw  him  off.  something  about  him  being  kind  enough  to  try  &   listen  through  all  that,  effie  was  certain.  she  loved  to  talk.  it  was  a  sweet  twist  of  fate  when  someone  agreed  to  listen.  only  some  things  she  should  probably  just  keep  to  herself,  as  usual.
