I think I have a similar headcanon that Mario is always getting blamed for anything bad that happens to Luigi, but I actually think it's for a different reason than you suggest. Mario is technically older but since they're twins it would only be a few minutes of difference. I'm pretty sure why their dad is hard on Mario specifically is because he has a more reckless and adventurous personality, while Luigi is mostly just following his brother's lead, so if something bad were to happen to either of them chances are it was Mario's recklessness that got them in to that situation.

Yes Mario would blame himself for getting them into the Mushroom Kingdom/ Darklands, but Luigi will go further back and blame himself for being to afraid to handle Francis the dog. It’s a vicious cycle of them blaming themselves without the other ever knowing.
