In general, one starts to get periods around 12-16 years old (with a few exceptions) but they dont start ovulating regularly for 1 ½ to 2 years. That places the average early bloomer at around 14 to ovulate regularly, seeing as most people dont get their 1st period on their 12th birthday. Great! Your argument holds up that pedophiles should be able to fuck 14 year olds because they can ovulate regularly.

However, ovulation doesn’t mean the body is ready for sex, let alone pregnancy. If the hips aren’t at the correct angle, pretty much any and all penetration will be painful, which gets rid of the idea that they would enjoy it. Alternatively, for a baby to get through the birth canal, the hips must be wide enough and be tilted at the correct angle, something that is only accomplished nearing the end of puberty, which for most girls is 16. All right! We’re still in minor territory, so at least some pedos can explain their attraction biologically!
