This scene is a "what if Dust decided last minute that he did not want to go alone ?" twist to their usual loop
The background is supposed to depict a parallel to their first battle back in Underfell. The bones with the sharp, angular ends belong to Fell, the bones with the typical rounded ends belong to Dust. Dust's bones are placed strategically (not only story-wise, but also to direct your eyes through this picture,) showing that he does not lash out with random attacks, and can control his magic very well. Fell on the other hand, cannot. His bones are much more scattered without directive, like they were thrown just for the hope of hitting something, and flew astray just like they did during his first battle with Dust. But while that stray bone was blocked by Dust to prevent it from hitting an innocent onlooker, this time it freely clashes against the pillars and breaks chunks off that fall to the floor.
Soon, the two skeletons fall to the floor too, Fell got two bones right in his friend's back, and caught him in his arms when he began to stumble. He has done it so many times by now, he has lost count of the times he watched his dearest friend die by his own hand, so there was no chance of him predicting the two bones that appeared behind Dust, and promptly skewered them together like a meatless kebab.
It was unexpected, it was painful, it was the best way this could've possibly ended. Well, ended for now. Fell knew they would be back here again someday. Would he still have his memories then, or would they get wiped like Dust's do when his world resets ? That would be for him to find out in a couple of minutes.
But for now, it was just them, and their blood mixing together on the cracked tiles of the judgement hall. They wouldn't have it any other way. Fell finally felt his grief in a way that made sense, and Dust had never felt more alive.
