Every year, shelters face heartbreaking situations of pets left behind, confused and alone, especially during busy holiday seasons.
In 2021, France introduced a law that makes abandoning a pet a criminal act, punishable by up to three years in prison and a fine of €45,000. The reform also requires new pet owners to sign a commitment certificate, confirming they understand the responsibility of caring for an animal before bringing one home.
Supporters say this law reflects a deeper understanding that animals feel stress, fear, and attachment just like humans do. It is not only about punishment, but about changing mindset and accountability. As more countries consider similar steps, it raises an important question. Should abandoning a pet be treated this seriously everywhere?
