This isn’t the first time that rumors about civilian casualties have turned out to be false. Raqqa Is Being Slaughtered Silently, a news organization made of journalists who live inside Raqqa, the city that ISIS has turned into their capital, tweeted about rumors of civilians being killed by French airstrikes.
