Lynchburg Tenant Crisis Field Guide
For non-renewal notices, eviction threats, discrimination concerns, and housing instability

1. First rule: a notice is not the same as a court order
A non-renewal notice, lease warning, or notice to vacate is not the same thing as a sheriff’s writ of eviction.
In Virginia, a landlord may not take possession by cutting essential services or refusing access unless that refusal is based on a court order for possession.
If there is a real writ of eviction, Virginia law requires the officer executing the writ to serve a notice of intent to execute at least 72 hours before execution, with a copy of the writ attached.
2. What to say if management shows up
“Please put everything in writing. I am not discussing this in person.”
If they pressure you to leave:
“We are not surrendering possession. We have not received a court summons, judgment for possession, or sheriff’s writ.”
If they threaten locks, utilities, or belongings:
“Do not lock us out, remove belongings, shut off services, or exclude us without court authority.”

Lease and renewal/non-renewal papers.
Rent receipts, rent ledger, portal screenshots.
All emails, texts, letters, door notes, and voicemails.
Photos of notices taped to the door.
Timeline of every incident.
Names/titles of management staff.
Proof of disability, accommodation requests, therapy efforts, or mental health support attempts, if relevant.
Proof of discrimination, misgendering, different treatment, or retaliation.

5. Legal and fair housing help
Virginia Legal Aid Society — Lynchburg

211 lists VLAS as handling civil legal issues including housing, and says telephone applications are Monday, Tuesday, Thursday, and Friday, 9:00 AM–3:30 PM.
Virginia Fair Housing Office / DPOR
Virginia fair housing law protects against discrimination based on race, color, religion, national origin, sex, elderliness, familial status, disability, source of funds, sexual orientation, gender identity, and military status. Complaints generally must be filed in writing within one year after the discriminatory housing practice occurred or ended.
HUD Fair Housing
HUD takes housing discrimination complaints, and HUD’s contact page also lists special complaint lines for HUD-assisted housing and public housing/voucher issues.
6. Housing instability and emergency housing
CHIA — Coordinated Homeless Intake and Access

For people who are homeless or at risk of losing housing. 211 lists CHIA as the intake route for local homeless-prevention help through Interfaith Outreach and for rapid rehousing through Miriam’s House.
Lynchburg Community Action Group / Lyn-CAG Housing Counseling

211 lists Lyn-CAG as a HUD-certified housing counseling program providing advice and assistance for housing challenges, including foreclosure, eviction, and loss mitigation.
7. Mental health and disability support
Horizon Behavioral Health
The City of Lynchburg describes Horizon as providing mental health, substance use, and intellectual disability services in Central Virginia.
“We are under housing stress and need therapy, assessment, case management, and low-cost or telehealth options.”
For crisis support, use 988 if someone is in immediate emotional crisis or danger.
LGBT National Help Center
Good for emotional support, LGBTQ-friendly referrals, and resource navigation.

GLTC / Greater Lynchburg Transit Company

VirginiaNavigator lists GLTC local bus service and paratransit service. Paratransit is for qualifying people whose disability prevents them from using regular fixed-route buses.
10. Paper-only communication script
Send once, then stop arguing:
We are requesting that all communication about our tenancy, the non-renewal notice, or any alleged complaints be provided in writing.
We dispute any allegation against us. Please provide, in writing, the specific facts and documents supporting any allegation, including dates, times, alleged conduct, witnesses, written complaints, police reports, and lease sections.
We are not surrendering possession. We have not received any court summons, judgment for possession, or sheriff’s writ. We are awaiting legal assistance and have contacted fair housing resources.

Do not sign anything saying you “voluntarily surrendered” the apartment unless a lawyer has reviewed it.
Do not argue at the door.
Do not contact other tenants directly if management is accusing you of harassment.
Do not ignore court papers.
Do not throw away envelopes, door notices, emails, or screenshots.
Do not send emotional emails asking for someone to be fired. Ask for an investigation, corrective action, written communication, and protection from retaliation.
