The Doctor’s Plot libel didn’t need to be directed at all Jews or even only Jewish doctors to create a pretext for the planned anti-Jewish purges.

Antisemitic rhetoric does not need to claim all Jews are guilty, just that prominent examples of Jews are, or any Jew could be, and the public’s suspicions & propensity to treat others as guilty-until-proven innocent will do the rest of the work.
