When using delay() to flash a LED there is a time for the LED to be on and then off. This makes it easy to have independent control of the “on” and “off” times. Code I have referenced in creating my strobe light.
I referenced this a lot, it explains all the basics and formulas and whatnot about currents that I have forgotten since school. As well as how the arduino works.
A few days ago I realised that my tachometer/ strobe light was not going to work. Because my finished zoetrope is larger than any tests I’ve done the blurring is far too much to be excusable.
So now I’m using an arduino! (or eleven) And it’s not impossible as I had previously thought!
My kit LEDs weren’t strong enough so today I went back and bought brighter ones (and white ones).

Testing paint and surfaces (quickly and with fingerprints...)
On the left I used a gloss varnish but it was too reflective, and with a strobe light it’s even worse. I’ve decided to leave it off.
