Maybe he's tall, and maybe he's confident, and maaaaaybe he's a manipulative sonofabitch BUT:
1. He's a total bottom in season 3, cause you can see Will is in control in every dimension, like, Hannibal can't stop staring at him, can't stop thinking about him and he lets his mind get distracted enough to be manipulated by Will
2. Even in s2e13 mizumono, he already knows Will is manipulating him, but he still tries to believe he's wrong, that it's just his habits of keeping guard up and not to trust anyone, that are trying to maintain in control. He lets Will manipulate him till the very end [he has the bags packed for both of them, new life planned for both of them etc], but suddenly realized he was right and Will in fact is not coming with him, and driven by his emotions, crying and shit like that, he stabs Will
3. All of his fight scenes, like, no comment, just look at this bottom energy with anyone:
4. He refrains from even touching Will without his permission, he's so gentle with him, letting Will to be the one to do anything, like, ANYTHING to him, even to pull them down the cliff together
5. Hannibal never was and never will be a puppy tho, cause he has his own ways of expressing feelings. He's s a grown ass man - you can't change him, not entirely at least, just slight additions or subtractions or whatever. But he's willing to let Will do whatever he wants to him. Hannibal wants Will to be in control. He didn't surrender to FBI, he did it to Will. Man is on his frickin knees
6. He was trying to control and manipulate him through the first and second seasons just so Will could grow into his becoming, and he's perfect in it, just so beautiful and Hannibal loves to see him this way, so powerful and in control. And he proudly watches him, enjoying the view every time he can
