The tragedy of the anticommons
“In an anticommons, by my definition, multiple owners are each endowed with the fight to exclude others from a scarce resource, and no one has an effective privilege of use. When there are too many owners holding rights of exclusion, the resource is prone to underuse -- a tragedy of the anticommons.”
That’s Michael Heller, a law professor at Columbia University. It occurs to me that San Francisco’s housing market may be a great example of this. More here. I just ordered a copy of his book.
The Case of Land Use Regulation and Economic Rents
I read this today:
“The authors conclude that after around 1970, more stringent regulations played a much bigger role proportionally, implying that relaxing zoning constraints could bring house prices more in line with construction costs and reduce the economic rents accruing to landowners.”
That’s CEA Chairman Jason Furman in November. As an aspiring home-owning millennial in San Francisco, this strikes close to home (er, my small rented apartment). The accompanying chart is pretty amazing. We have some very regressive, draconian zoning laws here in San Francisco that I’m hopeful a future mayor will address. The building I live in couldn’t even be built today under the current zoning rules (it’s too tall).
The price of transportation options
Santa Clara hosted Super Bowl 50 yesterday, and curious as to how much it’d cost to get there, I looked up some numbers. For a family of four, getting to and from Levi’s Stadium from San Francisco would cost:
- driving: $59 (gas is $2.25, ~2 gallons each way, plus $50 in parking)
- Uber: $120 ($60 each way; there was no surge pricing)
- public transit: $178 ($2.25 per person on Muni to Caltrain, plus $40 day passes that VTA offered for Caltrain & VTA to the stadium)
People make decisions about how to get from A to B for a number of reasons. Two primary reasons are time and money. In this case, the cheapest option for a family is driving their own car. The slowest and most expensive option is taking public transit. If we want more people to use public transit—to reduce road traffic, reduce road fatalities, and reduce carbon emissions—we have to think about these marginal costs of time and money and how that influences our transportation decisions.
This week I visited Salt Lake City for the first time since I was a little kid. I had to stop by this intersection on the way to the airport to see the country's first (or second) protected intersection IRL.
